The Passenger Locator Form, is an online form, which must be completed before your travel. This online formular helps in the contact tracing. The Passenger Locator Form does not replace an Evisa and must be completed separately from the Evisa.

Flying to Portugal

Tests are no more compulsory for vaccinated travelers who have in their possession the Covid vaccination certificate, only the passenger-locator-form is required.

All travelers coming from European Union countries or a State associated with the Schengen Area (Iceland, Liechtenstein, Norway and Switzerland), Brazil, the United States and the United Kingdom are authorized to travel in Portugal by plane for tourism, non-essential and essential travel and must complete a passenger-locator-card-PLC within 4 days prior to their departure.

Travelers who have an EU digital Covid certificate or other recognized proof of vaccination will be exempted from presenting a negative test upon arrival in Portugua, according to the government's decision with new European recommendations to make better coordination with the rules applicable to travel inside the EU and to impose less restrictions on holders of a health certificate.

• A Negative Test is mandatory for all passengers for all flights arriving in Portugal, even for passengers holding the digital vaccination certificate, regardless of the point of origin of the flight or the nationality of the passenger:

- RT-PCR test (or similar NAAT test) - 72h before boarding, or

- Rapid antigenic test - 48 hours before boarding, or

- EU COVID digital certificate modality test certificate, or

- EU COVID digital certificate recovery certificate modality, or

- Valid recovery certificate issued by a third country under reciprocal conditions: Albania, Andorra, Armenia, Switzerland, El Salvador, Faroe Islands, Georgia, Israel, Iceland, Liechtenstein, Moldova, Monaco, Morocco, New Zealand, Macedonia North, Norway, Panama, San Marino, Serbia, Singapore, Togo, Turkey, Ukraine, United Kingdom, Vatican.

-Children under 12 are exempted from screening.

All travelers from Saudi Arabia, Argentina, Australia, Bahrain, Canada, Chile, Colombia, South Korea, United Arab Emirates, Indonesia, Kuwait, New Zealand, Peru, Qatar, People's Republic of China, Rwanda, Uruguay, as well as the administrative regions of Hong Kong and Macao and Taiwan are authorized for non-essential travel, including tourism, subject to mutual confirmation from the country of origin.

Flights from Southern African countries: South Africa, Botswana, Eswatinia, Lesotho, Mozambique, Namibia, and Zimbabwe are suspended and cannot land in Portugal. Travelers who have stayed in these countries in the last 14 days are subject to isolation and quarantine.

The QR Code generated after having completed the PLF form can be presented on paper or digitally on your phone, otherwise boarding will be denied.

Required Forms - Passenger Locator Card Pt

All passengers are required to complete a passenger tracking form prior to their departure for Portugal. Prior to boarding, passengers must complete the Passenger Tracking Form, (PLC) available by clicking here.

Before boarding, passengers will have to present this form obtained either in printed version or on their mobile phone.

Kindly be aware that only essential travel is allowed in Portugal. Please read the requirements below before traveling.

All passengers traveling to Portugal (including Portuguese nationals, legal residents of Portugal and their families) are required to present a negative COVID 19 test result certificate or a digital green EU COVID 19 certificate and complete a passenger tracking form before departure.

COVID 19 Testing Requirements

Before boarding, all passengers must present a negative certificate result from one of the following tests for SARS CoV 2:

  • NAAT Nucleic acid amplification test (RT PCR, NEAR, TMA, LAMP, HDA, etc.) carried out within 72 hours before departure, or
  • Rapid antigen test (RADT) recognized by the European Union Health Security Committee, carried out within 48 hours of departure

This regulation does not apply to children under 12 years old.

The validity of the 72-hour test for the NAAT test or 48 hours for the rapid antigen test begins at the time of sample collection and not on the date of issue of the certificate.

Entry to Portugal will be refused to foreign nationals without a legal residence permit in Portugal who do not show a valid negative test result for COVID 19.

EU Digital COVID Certificate (EU CCD)

As of July 1, 2021, all passengers with an EU green digital COVID 19 certificate are exempt ed from screening.

The EU green digital COVID 19 certificate is only valid when issued by a member state of the European Union and must meet one of the following conditions:

  • Complete vaccination with an EU-approved COVID 19 vaccine at least 14 days before expected arrival
  • Negative COVID 19 test results using a NAAT test less than 72 hours before departure or a rapid antigen test less than 48 hours before departure.
  • Healing of COVID 19. The European certificate must confirm that the passenger tested positive on a NAAT test for COVID 19 and recovered within 11 to 180 days of travel.

Quarantaine

In addition to testing for COVID 19, passengers from the following countries must observe a mandatory 14-day quarantine at their home or address specified by health authorities and register before traveling.

  • Brazil, India, Nepal, South Africa, United Kingdom
    Travelers who have traveled to or transited through Brazil, India, Nepal, South Africa, or the United Kingdom in the 14 days prior to arrival in Portugal are also subject to a mandatory 14-day quarantine.
  • Passengers arriving from the UK showing proof of vaccination with an EU approved vaccine in which all doses have been administered at least 14 days prior to arrival in Portugal are exempt from quarantine.

Quarantine exemptions

-Passengers whose stay in Portugal, does not exceed 48 hours.

Passengers arriving from the UK in possession of proof of vaccination with an EU approved vaccine in which all doses have been administered at least 14 days before arrival in Portugal.

-Passengers in possession of a European Green Digital COVID 19 Certificate (EU CCD) confirming full vaccination or recovery from COVID 19.

Travel Eligibility

Passengers who are on the list below, will be authorized to transit through Portugal, to enter and leave its territory:

European Union nationals, nationals of Schengen area countries and members of their families

  • Third country nationals legally residing in a Member State of the European Union
  • Third-country nationals traveling for professional reasons, for studies, family reunification, health or humanitarian reasons
  • Portuguese nationals and legal residents of the following countries, provided you arrive on a direct flight or only transit through the international zone of another airport:
    • Albania, Saudi Arabia, Armenia, Australia, Azerbaijan, Bosnia Herzegovina, Brunei, Canada, China, Hong Kong, Israel, Japan, Jordan, Kosovo, Lebanon, Moldova, Montenegro, Macao, North Macedonia, New Zealand, Qatar, Serbia , Singapore, South Korea, Taiwan, Ukraine, United States of America.
      Foreign nationals whose visas and residence permits in Portugal have expired after February 24, 2020 will be able to enter the country until December 31, 2021.
